Finance (Pay Revision) Branch

Finance (Pay Revision) has been created with the sole objective to implement the recommendations of the Meghalaya Pay Commissions, constituted from time to time by Government on matters relating to the structure of emoluments and service conditions of different categories of State Government employees, keeping in regard the inter-services relationship, the total packet of benefits available to them and the resources of the State; existing structure of pension including Death-Cum-Retirement Gratuity and other retirement benefits and a variety of compensatory allowances available to the employees and the pay package and retirement benefits to the State Government employees.
The Department functions at the Secretariat level only, having no subordinate offices under its control. Its duties are service-related matters concerning the pay, allowances, etc. of the employees of the State Government.
The Department is entrusted with the following work:
(a) Implementation of the recommendations of the Meghalaya Pay Commissions, as accepted by Government.
(b) Checking and approval of the Initial Pay Statements of all non-gazetted and gazetted employees drawing pay from the establishment pay bills.
(c) Examination of cases referred by Government departments for views/comments and concurrence in the matter of scales of pay and allowances of the employees.
(d) Concurrence to regularization of the services of Work-Charged persons serving under various Departments of the Government.
(e) Other residual matters that may be referred to the Department from time to time where the pay and allowances, pay anomalies, etc. of the employees of the State Government are concerned.
(f) Stepping up of Pay arise due to fixation of pay as per Initial Pay Statement (IPS), Assured Career Progression Scheme (ACPS) and Modified Assured Career Progression Scheme (MACPS).
(g) Concurrence on Monetary Compensation for Holidays Forgone.

Powers and Duties of its Officers and Employees:
The Department is under the control of Additional Chief Secretary, Finance / Principal Secretary, Finance and assisted by Secretary, Joint Secretary and Deputy Secretary.The duties, functions of the officers and its employees are as laid down in the Meghalaya Secretariat Manual of Office Procedure, 1993.

Procedure followed in the Decision Making Process, including channels of supervision and accountability:
All matters received in the branch are processed by the Assistants, Superintendent, etc., as per duties and functions laid down in the Meghalaya Secretariat Manual of Office Procedure, 1983 and put up to the Officers for decision as per Work Flow Chart below:-

Policy decisions are put up to Cabinet for approval as per usual procedure laid down in the Rules of Executive Business.

These rules have been framed, in exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, to implement the Revised Pay Scales of State Government employees from time to time. Guiding principles of pay fixation and matters relating thereto are laid down in the Rules. These documents are held by the Deputy Secretary Finance (PR).

Particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof:
There is no existing arrangement on formulation of its policy or implementation thereof that require consultation with, or representation by, the member of the public. However, the Pay Commission set up by the Government hold extensive consultations with all stake holders

Statement of boards, council, committees and other bodies consisting of two or more persons constituted as its part, etc:
Finance (Pay Revision) does not have any Board, Council, Committee and other bodies under its control.

The Budget Allocated to each Agency (Particulars of all Plans, proposed expenditures and reports on disbursement made):
Finance (Pay Revision) does not exercise control over the Budget as it is not responsible for developmental, construction, technical works.

Particulars of the facilities available to citizens for obtaining information.
As per the Right to Information Act, 2005 and Rules framed there under, Inspection of Records can be undertaken in the Office at any time during working hours. System of issuing of copies of documents is as per the convenience of the enquiring public.
